The chief clerk in the Weights and Measures Office, where his proposals for a system of examinations for Civil Service secured for him the position of Chief Commissioner of the Board of Civil Service Examination.

Trollope never lost an opportunity to ridicule these examinations, which he remembered as a bugbear of his youth. The character is admitted by Trollope to he patterned after Sir Charles Trevelyan.
